Emergency Management Specialist

Position Information

The University of California, Riverside has an excellent opportunity for a knowledgeable Emergency Management Specialist. The Emergency Management Specialist II (EHS II) manages, analyzes, organizes, implements, assesses and ensures compliance with the campus emergency management program involving the most complex and hazardous situations created in a dynamic and growing research environment. Ensures thorough integration of emergency management programs into EH&S programs and existing campus organizations and activities. The Emergency Management Specialist ensures that all emergency management programs are compliant and consistent with all applicable fire and occupational health and safety regulation and standards, and accepted emergency management professional practice, within the framework of the campus ISEM system and under the umbrella of the campus Emergency Operations Plan.

Minimum Requirements

Bachelor's degree, or equivalent; minimum of three to five years of demonstrated recent professional-level experience in emergency management and planning, policy development, and coordination with large organizations with multiple priorities.

Demonstrated experience in emergency management practices, as well as advanced knowledge of the National Incident Managements System (NIMS), Standardized Emergency management System (SEMS), and practical application of the Incident Command System (ICS). Working knowledge of federal and state government techniques for planning and implementing emergency services, including various mutual aid systems. Demonstrated experience in emergency plan composition, procedure writing, or policy development. Working knowledge of hazardous assessment methodology, mitigation measures (including preservation of academic research), damage assessment, and resource recovery. Incident Command System training at the introductory (ICS 100, 200, 700,and 800) and Current 40 hr. HAZWOPER certification or ability to obtain if selected.

Demonstrated experience in identification of all emergency management relevant regulations and codes including California Code of Regulations (CCR) Titles 8 and 19, National Fire Protection Association Standards, as well as their interpretive and relative applicability. Demonstrated ability to provide comprehensive management of all emergency planning elements, including budgetary, long- and short-term objectives, and resource management.

Demonstrated skill in developing, implementing, and evaluating programs ranging in size, complexity, innovation, and comprehensiveness, incorporating knowledge of institutional policies and /or federal, state and local regulations. Ability and willingness to provide services in support of the mission of UCR and EH&S, and maximize customer service through excellence and continuous improvement. Skill in working as part of a coordinated team to achieve program, departmental, and campus goals.

Excellent interpersonal and communication skills, including tact, diplomacy, and flexibility to interact and maintain working relationships with University administration, faculty and departments, public representatives, and governmental agencies, including skills to clearly communicate information to a broad variety of people in written form, in person, and on the telephone. Knowledge of mass and emergency communications. Demonstrated skill in public speaking and comfort in representing the university and the department to the community and general public. Demonstrated ability to perform training and presentations of emergency management concepts to varied and diverse audiences. Proven ability to resolve issues quickly and tactfully and proven skill in listening, anticipating, and responding to needs to achieve effective services as measured by outcomes.

Ability and willingness to respond to emergencies in hazardous environments on an on-call duty basis, effectively utilizing personal protective equipment (PPE), including self-contained breathing apparatus. Ability to coordinate and participate in Emergency Response Team activities. Ability to use hand-held two-way radios or other field communication devices. Ability to move heavy and bulky materials; carry emergency gear, climb ladders, and wear air-purifying respirators and self-contained breathing apparatus in toxic and/or stressful atmospheres. Ability to pass a physical examination for emergency response team.

Preferred Qualifications

Certified Emergency Manager (CEM) or willingness to pursue and achieve CEM; Incident Command System training at the intermediate/advanced level (ICS 300, 400); Previous emergency management experience in higher education or college campus environments.
