Position Information
Directs the operations and program planning for healthcare clinics and/or centers; develops plans to optimize practices and resources, people, space, time and equipment.
The Executive Director and Chief Operating Officer, UCR Health is under the direct supervision of the CEO, UCR Health & Senior Associate Dean for Clinical Affairs for the UCR School of Medicine (SOM). This position directs the administrative, financial, and operational activities of the clinical care services of the UCR SOM clinical enterprise known as UCR Health. The position collaborates with the UCR SOM clinical departments in supporting medical practice in the clinics and both outpatient and inpatient service areas of the health system.
This position will be a key contributor in building the clinical practice with the establishment of practice sites spanning Inland Southern California regions including the Coachella Valley, Riverside Metro, San Bernardino County, and Southwest Riverside (Temecula/Murrieta) regions. This includes hiring physicians, developing and outfitting practice sites, implementing managed clinic staffing and operations, building business models/plans and pro formas. The operating budget, revenue streams and clinical practice sites are expected to expand at a rapid growth trajectory over the next several years.

Minimum Requirements
Bachelor's degree in related area and/or equivalent combination of experience/training.
Strong clinic/center management experience, with progressive expertise in practice management, scheduling, customer-service methods, incident reporting, regulatory compliance, accreditation requirements, information technology, and the policies, principles, best practices, and standards involved with effective clinic/center administration.
Excellent skills in successfully managing clinic / center administration functions. Skills to develop strategic plans, create benchmarks, integrate systems and fiscal management.
Excellent and advanced managerial skills and human resources management knowledge, including staff deployment, resource utilization, budgeting and financial management, quality improvement, and program planning and implementation
Excellent and advanced communications skills to convey complex information clearly and concisely to all levels of staff, management, and outside agencies, with the ability to motivate, influence, and persuade others
Strong knowledge of relevant healthcare and clinic operations information technology, including billing systems and patient care workflows and processes.
Strong knowledge of relevant regulatory requirements, as well as related legislative, accreditation, licensing and compliance environments.
10 years of recent and progressively responsible experience in hospital and clinical operations, ideally in a multi-specialty and/or primary care setting.
Demonstrated experience in management, strategic development, and organizational structure as it relates to healthcare facilities including funding, planning, design, construction and renovation of space.
Demonstrated experience planning, implementing, managing, and evaluating projects/programs geared toward broadening a clinical enterprise.
Demonstrated experience in managing project budgets, coordinating multiple projects, adapting programmatic objectives to changes in resources and establishing priorities as affected by budgetary issues.
Experience in successful revenue sourcing in a healthcare setting.
Knowledge of industry revenue sourcing/venture capital acquisition dynamics and development concepts with proven success in assisting with identification, cultivation and sourcing.
Demonstrated strong interpersonal and organizational skills, including the ability to work effectively, with individuals from all levels of an organization from diverse institutional sectors to achieve common objectives.
Demonstrated understanding of unique political, policy and protocol concerns of decision makers in corporate, federal, state and nonprofit organizations.
Strong knowledge of clinical revenue cycle management.
