Position Information

Reporting to the Senior Associate Vice Chancellor for Research, the Proposal Development Officer serves a strategic role in planning and researching opportunities for securing research and education funding that support the long-term objectives of the Research and Economic Development (RED) and UCR. The position serves as a principal advisor to the faculty and administration with full responsibility for identifying contract and grant funding opportunities, coordinating limited submission, RED seed grants, and cross-college proposal and pre-award activities and processes, and supporting faculty in pursuit of extramural funding. The position proactively collaborates with the stakeholders, faculty, and executive leadership on campus. The incumbent develops and submits grant and contract proposals requesting funding from a wide range of external funding agencies and organizations, including both public and private entities. The incumbent also provides specific requested technical writing/editing assistance to faculty for preparation of standard proposals and manages the development of several proposals, reports, and other projects simultaneously to meet firm deadlines. Some aspects of this position may be performed remotely.

Minimum Requirements

Ability to manage high volume and complex transactions.
Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Experience with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.
Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
Advanced ability to create and train grant writing and other communication skills in a variety of styles to ensure securing grant funding required.
Ability to interpret policy for others.
Advances knowledge of effective grant funding processes, procedure and techniques.
Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

Preferred Qualifications

Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.

Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.

Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.

Ability to perform highly complex financial analysis and customized reporting.

Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
