Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Supervises and coordinates the activities of nursing personnel in a health care clinic. Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to employees according to established policies, collective bargaining agreements, and management guidance. Administers policies that directly affect subordinate employees. Recommends changes to unit or sub-unit policies and practices. Identifies risks and responds accordingly. Provide priority setting and work flow analysis. Management reviews work to measure meeting of objectives.

Department Custom Scope
Student Health Services takes pride in providing excellent service and care for our UCR Students. Student Health facilitates student wellness by providing medical care and a variety of healthcare resources for enhancing health and well being. The Nursing and Preventive Care Manager will provide direct supervision to all nursing and ancillary support staff. This includes coordinating Student Health Preventive Care Services and working directly with the Nursing team. The Nursing and Preventive Care Manager will work closely with the Chief Physician to analyze, define, manage and coordinate appropriate clinical support in primary care, triage, treatment, travel and immunizations. The Nursing and Preventive Care Manager will also be in charge of programs to meet AAAHC Accreditation and work with the Chief Physician to develop, implement, analyze and evaluate performance improvement programs.

Key Responsibilities

Description % Time
Manages the daily operations of unit or department, maintaining patient care objectives, clinical protocols, policies and procedures.
  • Administrative Operations: Has primary responsibility for real time management of clinical operations, management of medical home model implementation, coordination of services, patient flow, and staffing issues across all clinics, and responsible for the integration of patient care and support functions in the various clinical and patient support units of the health center . Ensures routine operations are professionally and efficiently organized, administered, delivered, and evaluated. Assists in compliance and implementation of AAAHC accreditation standards. Contributes to the strategic planning and the development, review, and maintenance of SHS clinical and operational policies and procedures. Works independently and in collaboration with the Director and other members of the SHS executive management team to ensure continuity between departments. May respond to consumer complaints received from students, parents, and concerns forwarded from the Associate Vice Chancellor and Chancellor's office regarding services at SHS, both directly and in writing, and seeks satisfactory resolution. Collaborates with the Chief Physician and Director to develop SHS response plans to public health issues such as communicable disease or disaster response. Coordinates Student Health Preventive Care Services directly and with the SHS team. Coordinates SHS health promotion and prevention efforts with SHS team. Serves as SHS liaison with Health & Wellness Services partners in health and wellness efforts.

Manages the scheduling of nursing staff according to patient acuity and to assure optimal nursing services across units or sub-units.
  • Supervises Registered Nurses, Senior Licensed Vocational Nurses, all Medical Assistants and Preventive Care Specialist. Provides support and guidance to all staff. Utilizes appropriate and effective procedures in hiring, training, assigning and monitoring workload, evaluating performance, promoting training and development opportunities, and conducting disciplinary action when required. Works with the Chief Physician to analyze, define, manage, and coordinate appropriate clinical support. Establishes nursing standards for the Student Health Center , develops nursing protocols and procedures approved by the Chief Physician and Center Director , and acts as a clinical nursing resource within SHS. Collaborates with all SHS departments to mitigate risk and resolve cross functional operational issues that arise during the delivery of care. Responsible for assuring the professional appearance and safe functioning of the clinical care environment including availability and maintenance of equipment and adequate supplies. Responsible for planning and implementing special clinical activities such as flu and Immunization Clinics or special screenings; and to assist students to meet the UCOP mandatory immunizations and TB requirements.

Promotes safety of patients and staff through continuous monitoring of assigned clinic or sub-unit for compliance with infection control programs and Health & Safety policies and procedures as appropriate.
  • Clinical Care: Provides direct nursing care of patients, with some scheduled clinical assignments and occasional unscheduled clinical activity on an emergency basis. This entails up to date college health nursing skills and complete familiarity with the range of clinical duties performed by Student Health Center nursing staff; Serves in a clinical nursing leadership role, and is active throughout the day in assessing health needs and planning and evaluating care for patients with complex health problems. Directly and with the SHS team works with individual patients, evaluating laboratory and other test results and current health behaviors to assess the need for lifestyle modifications and counsels individual patients on healthful lifestyle and behavior changes and provides encouragement and motivation. Provides education and implements protocols for patients with diabetes, hypertension, eating disorders, obesity, and other chronic conditions who are referred from SHS physicians. Serves as member of the chronic disease team.

Leadership/Program Planning: Provides input in analysis and recommendations on service delivery issues to ensure medical services address student health needs, and are high quality and cost effective, while complying with legislative regulations, and AAAHC standards. Works closely with Chief Physician, Director , Policy Analyst, and MSO to assist in analysis expense tracking, and cost benefit analysis for Patient Care and Patient Support. Provides input to resolve complex issues within clinical committees. Participates in the Quality Improvement (QI) program, which defines issues and planning studies. Assists Chief Physician with analysis of activities, provides feedback on QI reviews, and recommendations. Serves as a Change Agent and promotes team work. Assists in Accreditation, Disaster planning, and other special programs as assigned by the Director . Participates in executive management decision making and strategic planning. Responsible for the Student Health Center Infection Control program and PAP tracking, as well as other projects assigned by Chief Physician or Director to maintain AAAHC accreditation. Works closely with Director and Chief Physician to support interfaces with internal and external entities to promote the Mission and Values Statement of UCR SHS. External entities include and are not limited to other UC Riverside departments, UC Wide Student Health Center personnel, UC Office of the President and Riverside County Public Health Department. Collaborate closely with other members of the health and wellness cluster to assure seamless delivery of wellness services to students. Serves on campus and system-wide committees as appropriate. Maintains membership in appropriate professional organizations. Performs other duties as assigned.
