Under the general direction of the HR Policy, Program and Project Manager, the Health Care Facilitator (HCF) administers the UCR Health Care Facilitator Program with the goal of ensuring faculty, staff and retirees understand and obtain the full benefits and services available from UC-sponsored medical, dental and vision plans.

Minimum Requirements

Education and experience equivalent to a Bachelor's degree and four years demonstrated experience administering an employee health care program, including counseling employees on a variety of health care service problems, such as eligibility, access, plan interpretation, claims management, etc.

The ability to respond professionally, timely and appropriately in situations that may be highly emotional.

Ability to use discretion, exercise good judgment and resourcefulness, tact, diplomacy and maintain strict confidentiality.

Ability to establish and maintain effective working relationships with individuals at all levels of the university and outside agencies.

Knowledge of Medicare, Medicare coordination with retiree insurance and Medicare enrollment rules.

Demonstrated ability to develop and present benefits related educational workshops.

Extensive PC skills to prepare analytical and narrative reports and professional presentations, including advanced knowledge and skill in Microsoft Outlook, Word,
Excel and PowerPoint.

Excellent written and oral communication skills.

Ability to model and promote the University's principles of community and commitment to diversity and inclusion.

Preferred Qualifications

Master's degree in a relevant field.

Experience at UC and/or UCR, preferably in the area of benefits or health care facilitation.

Experience in public sector or higher education.
