Director of Emergency Management

Position Information

Under the general direction of the Executive Director of Building, Safety and Emergency Management, the Director of Emergency Management will be responsible for the daily operations of the Office of Emergency Management. Directs, plans, and administers a comprehensive and evolving emergency management program for the entire UCR campus. The Director of Emergency Management, in consultation with leadership, will act on behalf of the institution with outside agencies for emergency response and serve as a campus expert, assisting in guiding the response and recovery efforts of the university when responding to campus emergencies. Serves as the highest-level organization subject matter expert and specific organization official. Delegated authority to act for external regulatory agencies to approve/deny activities that may impact organization's core mission. Assignments involve the most complex professional Emergency Management duties. Works with organization policymakers to create new models and to enhance and improve existing plans and programs to assure and ensure compliant implementation of technical program(s). Decision-making is based on interpretation of relevant law, regulations, and organization policy, professional best practices, relevant science methodology in several disciplinary areas, necessary senior management approvals. Decisions may impact other campus programs, departments, segments of organization, organization-wide, system-wide, and/or regulatory agencies. Please note, the budgeted hiring range for this position is $130,000.00 annual.

Degree Requirement
Bachelor's degree in related area and/or equivalent experience/training. Required
Master's degree in related area. Preferred

Experience

Experience Requirement
8 - 13 years of related experience. Required
Previous supervisory/managerial experience. Preferred
Experience with personnel management, including staffing, hiring, training, disciplinary action, termination, and performance management. Preferred
Experience and/or knowledge of UC systems, polices, procedures and regulations related to Emergency Management. Preferred

Special Conditions

Special Condition Requirement
Hired candidate must successfully pass a background check through the DOJ and FBI. Required
Must possess or obtain a Valid CA Driver License in accordance with the California Department of Motor Vehicles, if driving a university/personal vehicle for university related business. Required
Occasional travel for university related business meetings, conferences and/or professional development. Required
Shift Work (hours outside standard Mon-Fri 8AM-5PM work hours). Required
Travel Outside of Normal Business Hours. Required

Minimum Requirements

Advanced written, verbal, presentation, and interpersonal communications skills, including advanced political acumen and skill to deal with diverse constituencies in a highly political environment, with occasionally strict deadlines.
Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints.
Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization or systemwide policy, as they relate to, and effect Emergency Management on the UCR campus.
Expert knowledge/understanding of the Emergency Management field and strong knowledge of all fields related and pertinent to Emergency Management.
Expert skill in mentoring or overseeing the work of other technical and professional staff; includes Emergency Management technical and professional staff, and staff in other campus departments.
Expert skill to effectively and professionally represent the organization to state and federal authorities, and community groups.
Expert skill to appropriately use technology and relevant scientific equipment as required.
Advanced skill in using MS Office Suite of programs and similar software to generate presentations, reports, dashboards, documents, etc.
