Position Information

Under the general direction of the Executive Director, Environmental Health and Safety, the Director of Emergency Management will be responsible for the management, leadership and daily operations of the Office of Emergency Management. The Director is responsible for establishing proven methods of crisis planning and response to support the university's commitment to the safety of our students, faculty and staff. The Director has a direct reporting relationship to the Executive Director of EH&S on the development of strategies related to campus-wide emergency planning, emergency services, campus threat assessment, and operation of the campus emergency operations center (EOC).Establishing, maintaining and implementing a campus-wide Emergency Operations Plan and providing training opportunities for stakeholders that will serve in emergency response roles is a major element of this position. The Director fosters a sense of mission and focus regarding the need for all departments to develop and practice emergency planning within their department and with the campus-wide community. The Director coordinates extensively with, and provides support to, various operating divisions on campus. The Director makes presentations to all levels of the organization but in particular must be capable of communicating and interacting with the members of the Emergency Management Policy Group and personnel serving in various capacities in the campus emergency operations center. Directs, plans, and administers a comprehensive and evolving emergency management and mission continuity program for the entire UCR campus. The Director of Emergency Management, in consultation with leadership, will act on behalf of the institution with outside agencies for emergency response and serve as a campus expert, assisting in guiding the response and recovery efforts of the university when responding to campus emergencies. The Director is responsible for developing and executing strategic objectives and measuring their effectiveness. Methods used to document this progress includes the development of annual metrics that reflect incremental achievements.

The budgeted pay scale for this position is $103,300 to $151,500 annually with placement within it being based on the individual's qualifications as they relate to this position.

Experience

8 - 13 years of related experience. Required
Previous supervisory/managerial experience. Preferred
Experience with personnel management, including staffing, hiring, training, disciplinary action, termination, and performance management. Preferred
Experience and/or knowledge of UC systems, polices, procedures and regulations related to Emergency Management. Preferred
Previous experience leading training efforts across various campus constituents with different and diverse backgrounds and experiences Preferred

Hired candidate must successfully pass a background check through the DOJ and FBI. Required
Must possess or obtain a Valid CA Driver License in accordance with theCalifornia Department of Motor Vehicles, if driving a university/personalvehicle for university related business. Required
Travel Outside of Normal Business Hours. Required
Shift Work (hours outside standard Mon-Fri 8AM-5PM work hours).Directly responding to the scene of an emergency or campsu operations center during and outside of normal work hours will occur. Must be able to return to campus iwthin one hour of receiving notification to respond to an emergency situation. Required
Occasional travel for university related business meetings, conferences and/orprofessional development. Required
Maintaining a 24/7 presence on campus during any major disaster situation is a significant requirement of this position. Required

Minimum Requirements

Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization or systemwide policy.
Advanced written, verbal and interpersonal communications skills, including advanced political acumen and skill to deal with diverse constituencies in a highly political environment.
Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints.
Expert skill to effectively represent the organization to state and federal authorities, and community groups.
Expert skill to appropriately use technology and relevant scientific equipment as required.
Expert knowledge/understanding of specific EH&S field and strong knowledge of all EH&S fields.
Expert skill in mentoring or overseeing the work of other EH&S technical and professional staff.
Advanced skill in using MS Office Suite of programs and similar software to generate presentations, reports, dashboards, documents, etc.
Solid skills to create, develop, and implement EH&S projects / programs. Demonstrated management and leadership ability to direct activities of professional and technical staff. Demonstrated ability to prepare meeting agendas, direct productive meetings and produce and edit minutes. Provide accurate follow-through and communication of all action items. Demonstrated knowledge of and ability to budget, balance ,and forecast future costs through trend analysis. Demonstrated knowledge of personnel procedures. Demonstrated ability to apply practical skills in applying quality management and process re-engineering. Ability to create innovative ways to accomplish desired results.
